The one that connects to the tan wire at a terminal block high and aft on the starboard side of the engine is the OT sensor.

Look at the engine as a big air pump. If is it not efficient it will show most at low speeds. Your engine has a idle stabilizer, a black box on the front top of the engine. Disconnect it and set the timing in the water where it will idle at about 750 rpm in gear. Which will equal about 1000 rpm in neutral.
